I read a guide somewhere that recommends betting %5 of your money on either the green or purple horses and alternating between them with each bet.  Whenever I start a new San Andreas game the first thing I do is get enough to get me through to the point where Tenpenny and his partner thieve all your stuff and cash (when they dump you in Angel Pine).  After that I go back and work myself back up until I have bettern than a million.
It starts slow and you lose alot, and for awhile it seems like you are going nowhere but the more money you have and the more you will win.  Bet only on those two horses, green and purple, that have the highest odds.
There's an OTB in Los Santos right under the mullholland intersection on that road than runs under and a little south of it.  Look on the south side of the street.</description>
