To answer your question about Millie, she is at home from 12:00.
To get the mission “Breaking Cagulas Palace”, you have to get about 60 percent with Millie… but if you don’t care about her and you only are watching for the card, it will be faster to just kill her…. then you will just have to break into her house and steel the card to gain entry…

Check out an online guide for her times that’s she available to date. Without her card, the mission won’t be able to be played. She’s just like any other GF in getting her to like you more. There’s a diner southwest of her home that she loves.
