GTA is a huge game so glitches are often. Try this for the casino. Go in and wreck havoc. Make sure you get rid of the girl at the counter. This might kinda like reset the ppl in the casino so hopefully the new set of ppl may be alright.
Diff mod garages specialize in different cars. If that particular garage was meant for that type of car you will find a lot more parts available

In the Casino, you can’t even have a weapon in your hand, or people will start going off. Fists only.
